In the first half of this year, Dalian Customs District exported 1426000 square meters of flat glass in the form of general trade, a decrease of 59.9%, accounting for 63.7% of the total exports of flat glass in Dalian Customs District in the same period. In the same period, the export of special customs supervision areas reached 805000 square meters, a decrease of 35.8%

(III) private enterprises are the leading force in export. In the first half of this year, private enterprises in Dalian Customs District exported 1.227 million square meters of flat glass, a decrease of 10.6%, accounting for 54.8% of the total exports of flat glass in Dalian Customs District in the same period. In addition, foreign-invested enterprises exported 765000 square meters, a decrease of 43.9%

(IV) Peru, New Zealand and South Korea are the main export markets. In the first half of this year, Dalian Customs District exported 746000 square meters of flat glass to Peru, a decrease of 22.4%; The export to New Zealand was 331000 square meters, an increase of 1.1 times; The export to South Korea was 258000 square meters, an increase of 1.2 times. The total exports to the above three places accounted for 59.6% of the total exports of flat glass in Dalian Customs District in the same period

II. The main reasons for the decrease in the export volume of flat glass in Dalian Customs District in the first half of this year

(I) the demand of downstream industries is weakened, and the production power of enterprises is insufficient. In terms of demand, under the condition that the real estate industry has been strictly controlled and the deregulation policies of various places have been repeatedly denied by the central government, the consumption of the glass market has been at a low level. In addition, the development and export situation of the automotive industry is not optimistic, resulting in a significant decline in the processing orders of the domestic glass industry. In the first quarter of this year, the net loss of the flat glass industry was 770million yuan, the monthly loss was reduced to 130million yuan, while the profit in 2011 was 2.35 billion yuan. Glass manufacturers have a strong desire to turn losses around. The year-on-year growth rate of the actual production capacity of water cooling repair power has been slowing down. The year-on-year growth rate of flat glass production has also dropped to near the historical low. The glass supply side has continued to shrink [2], and therefore the export volume has dropped year-on-year

(II) the shrinking effect of industry supply led to a slight rise in prices. Affected by the recession of the industry, a large number of production lines have stopped production or switched production due to losses since the fourth quarter of 2011. The inventory level of 270 float glass production lines in China in mid June decreased compared with that in the first ten days, with a total of 27.29 million weight boxes, a decrease of 230000 weight boxes, a month on month decrease of 0.84%, showing a continuous downward trend [3]; At present, the kiln shutdown rate of the glass industry is at a historical high of 26%, and 70 production lines have been shut down [4]. The contraction effect of common glass supply began to appear. Even though the current demand did not rebound significantly, there were still positive changes in prices and inventories. The supply contraction caused by the production line shutdown and the slow recovery of demand have led to the recent reduction of flat glass inventory and a slight rise in prices

III. current issues worthy of attention in China's flat glass industry

(I) rapid growth of production capacity, rising production costs and declining economic benefits of enterprises. The glass industry generally has a fluctuation cycle every year. Under good circumstances, some enterprises blindly invest and expand, and then fall into a trough. Overcapacity brings industry risks. Since 2009, the production capacity of float glass in China has increased rapidly. In 2011, 21 production lines were added, with a capacity of 101million weight boxes; It is preliminarily estimated that about 15 production lines will be put into operation in 2012, with a new capacity of about 63million weight boxes [5]. Glass has the characteristics of continuous and uninterrupted production. The stable release of production capacity has significantly exceeded the growth of demand from downstream markets such as real estate, automobile and export. In addition, since the first half of 2010, the prices of raw materials and fuels such as soda ash, coal, heavy oil, natural gas and electricity have risen, as well as the financial costs such as personnel salaries have increased, resulting in the rising production costs of glass enterprises. As most of the glass production enterprises produce homogeneous products, some enterprises do not hesitate to reduce prices in order to reduce inventory. The contradiction between supply and demand of the whole glass industry is prominent, and the price remains depressed. Disorderly development has led to intensified industry competition, and disorderly market competition has led to a decline in the profit margin of the whole industry

(II) high energy consumption, heavy pollution and increased pressure on resources and environment. Although China's existing flat glass production process has been in line with international standards, Bayer has invested about US $120million in product quality and energy consumption to improve the process and environmental protection in the plant, which still lags far behind the international level. For example, the average energy consumption of float glass in China is 7800kj/kg, which is 20% higher than the international average level of 6500kj/kg. At the same time, since the flame furnace with coal and heavy oil as the main fuel accounts for about 90%, it is very easy to cause air pollution in the production process [6]. At present, the main glass production enterprises in foreign countries have many float production lines in China in the form of acquisition, holding, sole proprietorship, joint venture and so on. Their capacity expansion has exacerbated the domestic energy shortage, and also caused the loss of a large number of raw material resources. The glass industry has the trend of accelerating the domestic transfer of this car to the category of high-performance vehicles, which has exacerbated the problems of domestic energy consumption and environmental protection, and is extremely detrimental to the realization of the sustainable development of the industry

(III) exports face more trade barriers and trade frictions. In recent years, with the continuous expansion of China's flat glass exports, the risk of trade protection is also increasing. In 2010, the Philippines, India, South Africa, Australia, Brazil and Ukraine successively took anti-dumping investigations or safeguard measures against China's flat glass. In march2011, South Korea announced that it would extend the period of anti-dumping measures imposed on China's float flat glass for three years and continue to impose import duties ranging from 12.04% to 36.01%. Brazil held another hearing on the anti-dumping case of colorless flat glass imported from China in August, 2011, following the initiation of an anti-dumping investigation on colorless flat glass with a thickness of 2mm to 19mm in july2010. The trade barriers faced by glass exports have increased rapidly, and the rise of international trade protectionism has further worsened the glass export environment. The ongoing trade war also reminds us from another angle that the export strategy of primary products and low prices can easily become the victim of trade protectionism in the international market.
